As it appears many of the dcterms predicates remain unused. Even the
ones that do get used are used only very rarely.

It's a script that generates a Java/RDF4J file with constants
for the OWL ontology. This makes working with ULO convinient.

- It was the seperate Importer compontent written in Java.

- It is not necessary anymore as we do it directly from REST
  in luoweb.

- I might merge it all in Java if it proves to be too annoying
  to do the RPC

- Better put all Go code into one repo.

- I've now wasted an hour on stupid file shuffling.

- It's the command line tool that will use the ulocollect lib.
